Steven Allan Shapiro, Chair

Steve Shapiro serves as a mediator and independent neutral in large commercial (electric and natural gas), environmental (hydro power re-licensing and natural gas pipeline certification) cases. He works as a mediator with the Federal Energy Regulatory Commission in their Dispute Resolution Service. During his tenure in the federal government he has served as a Dispute Specialist, Litigation Counsel and Procurement Counsel.

Steve has also served as an Assistant Counsel for General Telephone and Electronics, Inc., in the telecommunications area with a specialty in the area of federal contracting and procurement.

Mr. Shapiro received extensive training in the field of ADR with course work received at Harvard Law School in Advanced Mediation and Negotiation. He has studied at CDR in Boulder and with the Center for Dispute Settlement in Washington D.C.

Mr. Shapiro teaches ADR at the Office of Personnel Management’s Executive Training facility as well as lectures around the country to various Public Utilities on the advantages of utilizing collaborative methods in their settlement process. He is also a guest lecturer at George Washington University Law School and Catholic University Law School.

He received his Law Degree from Antioch University; his undergraduate degree in business from Adelphi University; and has taken numerous graduate law courses.

He Chairs a Joint American Bar Association Committee between the Administrative Law Section and the Dispute Resolution Section focusing on Federal ADR Confidentiality and decision making through collaborative and consensus based processes; and is a member of the Maryland State Bar Association’s Dispute Resolution Section Council. Steve is currently the Chairman of the Energy Bar Association’s ADR Section.

In his private time, Mr. Shapiro also serves on the Roster of Mediators and Arbitrators for the U.S. Postal Service, the Transportation and Security Administration, the National Arbitration Forum, the New York Stock Exchange and the National Association of Security Dealers.

Paul B. Mohler, Vice Chair

Mr. Mohler has over 25 years experience addressing and helping to resolve issues involving natural gas producers and pipelines, oil pipelines, and electric utilities. In addition to traditional rate and regulatory proceedings, Mr. Mohler has been actively involved in cases relating to the restructuring of the natural gas and electric industries. Mr. Mohler seeks to obtain the best results possible for his clients, through advice, negotiation, settlement if possible, and litigation if necessary.

Immediately prior to joining Heller Ehrman, Mr. Mohler was with FERC’s Office of Administrative Litigation, where he supervised a team of trial attorneys litigating natural gas and oil pipeline rate proceedings, electric utility rate and merger cases, and other regulatory and complaint proceedings. Mr. Mohler also served as legal advisor to a FERC commissioner, and as Deputy Director of the Division of Special Pipeline Rates. Currently, Mr. Mohler

Mr. Mohler is a graduate of San Dieo State University (A.B., with High Honors), The George Washington University (M.A.), and George Mason University School of Law (J.D.).
