A two-hour session to explore how carbon could be priced directly into RTO/ISO wholesale energy markets to enhance state/national environmental policies. After a brief introduction of how various factors are priced into energy markets, including existing state initiatives such as RGGI, representatives of Regional Transmission Organizations and others with federal energy market expertise will share ideas on the legal and practical questions raised by including carbon directly in wholesale energy market pricing. Key issues include statutory interpretation, RTO/ISO regional differences, leakage mechanisms (i.e., accounting for seams issues), interaction with other state and regional policies, pricing effects and how to measure consumer impact.
