The Energy Law Journal is in its twenty-eighth year of publication. Published twice a year,
it has over 2,700 subscribers in the United States and 14 foreign countries, including Canada,
England, Brazil, Argentina, Germany, France, Japan, Australia, Switzerland, Scotland, Venezuela,
Nigeria, Mozambique, and South Korea. The Journal has become a preeminent energy publication,
providing thought-provoking and deeply researched articles by practitioners, internationally
known academics, Federal judges, high ranking government officials and members of FERC. The
Journal often has been cited by Federal Courts, law review articles, energy industry speakers

The Energy Law Journal publishes legal, policy, and economic articles
and other materials of lasting interest with significant research value
on subjects dealing with the energy industries. The Journal also
welcomes articles and other materials on emerging issues and significant
developments affecting the energy industries. The Journal publishes
articles and other materials of varying length that provide a full
consideration of the issues and opposing viewpoints. All manuscripts
must contain a synopsis, table of contents, and brief biographical
statement about the author(s). Style and form of citations must be in
conformity with the "Blue Book," as well as the Energy Law Journal Style
Manual posted on the Energy Bar Association website. All manuscripts
should be sent to Robert S. Fleishman, Editor-in-Chief, Energy Law
Journal, by mail to Covington & Burling LLP, 1201 Pennsylvania Ave.,
N.W., Washington, D.C. 20004-2401 or electronically to
rfleishman@cov.com. The Journal is free to all members of the Energy
Bar Association. Subscriptions for non-members are $35.00 per year for
domestic subscriptions, $41.00 per year for Canadian subscriptions, and

The Energy Bar Association
holds the copyright to written works published in the Energy
Law Journal. The Energy Bar Association grants permission to authors of
written works published in the Journal to
reproduce and distribute their written works provided that: (1) copies are distributed
at or below cost; (2) proper notice of copyright is included on each copy; and
(3) the Energy Law Journal and the article author(s) are clearly identified on
each copy. Authors are also permitted either to provide a website link to their
articles on the Energy Bar Association website or to post copies of the articles
they have written on their own or their organization’s website, provided that
the posted article clearly identifies the Energy Law Journal.

Submission Process:
The Energy Law Journal prints original material of interest to the legal profession.
Articles and comments by members of the Association, as well as non-members, are welcome.
All manuscripts should be of substantial length and deal with aspects of energy law. A brief
biographical statement about the author should be included. All manuscripts should be sent to
Robert Fleishman, Editor-in-Chief, Energy Law Journal, 1201 Pennsylvania Ave, NW, Washington,
D.C. 20004-2401.
Energy Law Journal History:
The Energy Law Journal (ELJ) has a rich history directly linked to the Energy Bar
Association (EBA). Originally, the EBA Publications Committee functioned as a means to
assemble, duplicate, and distribute various reports submitted to them by EBA committees.
On June 8, 1978, a Special Committee was appointed to determine the benefits of a publication
to better serve the organization, in addition to judges, attorneys, consultants, and government
officials. The committee decided to publish a scholarly journal / law review whose function
was to publish quality articles and EBA committee reports.
The first issue of the Journal, Volume 1, was published in May of 1980. It contained 232 pages
and featured five lead articles on diverse subjects, ten committee reports, and three pages of
advertisements.
In 1986, a partnership was proposed between the ELJ and the National Energy-Environment Law
Policy Institute (NELPI) of the University of Tulsa College of Law (TU). The partnership was to
benefit the journal using students to edit the articles. The partnership benefits TU law students
by providing them with an opportunity to gain the experience of working on a law review as well as
having an opportunity to have their student note or comment published.
Since moving to TU, the ELJ has continued its growth in subscriptions passing 2700, including
over 75 foreign subscriptions. The ELJ has been cited repeatedly by the U.S. Supreme Court.
