The Compliance and Enforcement Committee of the Energy Bar Association presents the 2019 Enforcers and Defenders Forum at The George Washington University Law School on June 12, 2019. The Defenders panel will address the development and implementation of internal compliance and monitoring programs designed to ensure compliance with regulatory and company standards, with a focus on internal detection techniques and mechanisms, and will include representatives from Calpine, ICE Futures US/Intercontinental Exchange, and Tenaska. The Forum also will present its popular Enforcers Panel with key representatives from the Federal Energy Regulatory Commission, Commodity Futures Trading Commission, Pipeline and Hazardous Materials Safety Administration, and ReliabilityFirst Corporation, addressing relevant enforcement and compliance issues for 2019 and other timely topics.

The Defenders panel will address the development and implementation of internal compliance and monitoring programs designed to ensure compliance with regulatory and company standards, with a focus on internal detection techniques and mechanisms, and will include subject matter experts from two energy trading companies (Calpine and Tenaska) and one trading forum (ICE Futures US/Intercontinental Exchange). The panelists will address how trading companies organize the monitoring and supervision of trading, including internal compliance monitoring and detecting, the sharing of common and best practices, and what constitutes acceptable internal compliance and monitoring procedures. With both panels, there will be a chance for the audience to ask questions, and for discussion among the panel members.

Each of the speakers on the Enforcers panel is a high-ranking counsel to their organization, and will talk about policies, recent developments, trends, and enforcement activities for their organizations. The organizations that these speakers represent have oversight over various aspects of the energy industry and their comments will be of interest to the energy bar and other persons attending the forum.
