Against the backdrop of an evolving resource mix, RTOs and ISOs are increasingly confronting issues of fuel assurance to support reliable operations. At this Energizer, a panel of experts will describe recent developments and provide their views on fuel assurance issues in New England, PJM, and other organized markets. The panel will examine questions such as:
What is the nature of the fuel assurance issues and how do they differ by region? What is the role of Reliability Must Run Agreements to support fuel assurance and should such RMRs require different provisions than RMRs used in the past? Who pays for fuel assurance and how? Can efforts to promote fuel assurance raise market power concerns and, if so, how can they be addressed?
