SUMMARY:Canadian Chapter: The Annual Law and Economic Forum
DESCRIPTION:The Energy Bar Association’s Canadian Chapter is hosting the second Annual Law and Economics Forum. The theme for the Forum is: Does Climate Change Challenge Require New Perspectives?  \n\n\n\nBefore the Forum\, the Canadian Chapter invites all attendees to a Welcome Dinner on Tuesday\, October 1. This Welcome Dinner is made possible by the generous sponsorship of Torys LLP and the Canadian Gas Association. \n\n\n\n**Registration for this event is now closed** \n\n\n\nTuesday\, October 1\, 2024: Welcome Dinner\n\n\n\n5 PM: Cocktail Hour\n\n\n\n6 PM: Dinner\n\n\n\nAll registrants are welcome to attend the welcome dinner. Speakers for the dinner include Myha Truong-Regan\, MBA\, Head – Climate Research\, Climate Action Institute\, Royal Bank of Canada and Bob Heggie\, Chief Executive\, Alberta Utilities Commission. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWednesday\, October 2\, 2024\n\n\n\n8:30 AM: Doors open/Coffee and tea available\n\n\n\n9:00 AM: Re-thinking Data in the Energy Transition \n\n\n\nClimate change related electrification policies together with technological innovation are forcing changes to energy systems in Canada and the United States.  These changes are\, in turn\, driving demand for more and better-quality energy-related data to improve policy\, and environmental\, regulatory and other societal outcomes as we transition to a low carbon economy.  What new data collection and access approaches are needed to ensure the availability of energy data that is relevant\, accurate\, timely\, and reliable? \n\n\n\nSpeakers Include: \n\n\n\n\nBob Heggie\, Chief Executive\, Alberta Utilities Commission (moderator)\n\n\n\nWendy Franks\, Co-founder and CEO\, Canadian Power-to-X Partners Inc.\n\n\n\nPeter Fraser\, Energy Consultant\, Former Head of Gas\, Coal and Power Markets Division\, International Energy Agency\, and former Vice-President\, Industry Operations and Performance\, Ontario Energy Board\n\n\n\nKevin Mancherjee\, Director – Operations Descision Support\, Ontario Energy Board\n\n\n\nAdonis Yatchew\, Professor of Economics\, University of Toronto\n\n\n\n\n10:15 AM: Break \n\n\n\n10:45 AM: Who Does What in the Transition to a Low Carbon Economy?\n\n\n\nClimate change and the transition to a low carbon economy requires the collective action of various parties.  Who is responsible for setting policy\, identifying and filling policy gaps\, implementing policy\, making rights determining decisions within the context of policy\, establishing whose policy is most relevant to the decision process\, undertaking integrated resource planning\, and considering the effect on investment?  What are the consequences if one or more parties fail to act? \n\n\n\nSpeakers Include: \n\n\n\n\nKaren Taylor\, Principal\, Karen Taylor Consulting\, Former Member Ontario Energy Board (moderator)\n\n\n\nStephen McGrath\, K.C.\, Board member and Chair\, Nova Scotia Utility and Review Board\n\n\n\nJason Chee-Aloy\, Managing Director\, Power Advisory\n\n\n\nNicole Martin\, Senior Consultant and Board Member\, Toronto Hydro\n\n\n\n\n12:00 PM: Lunch\n\n\n\n1:15 PM: The Consequences of Stranding the Natural Gas Pipeline System\n\n\n\nClimate change and the transition to a low carbon economy are challenging the established legal and economic norms that underly the rate regulation of network utilities\, raising the threat of asset stranding in the natural gas sector\, requiring massive capital attraction for electric utilities to “electrify everything”\, and blurring the distinction between shareholders and customers. What are the consequences of the lack of consensus on net zero versus no carbon emissions\, the role of natural gas\, and the length of the transition period? Who should decide the approach used to value stranded assets and who should bear the cost – customers\, shareholders\, and/or taxpayers? What are the consequences on the cost of capital for rate regulated utilities?  How will utility services remain affordable? How should regulatory processes be adapted to ensure informed decision making? \n\n\n\nSpeakers Include: \n\n\n\n\nErica Young\, Executive Vice President\, ENMAX Energy (moderator)\n\n\n\nChris Russo\, VP & Global Energy Practice Leader\, Charles River Associates\n\n\n\nHon. Joe Kelliher\, Former Chair\, Federal Energy Regulatory Commission\n\n\n\nBrandon Schaufele\, Associate Professor\, Business\, Economics and Public Policy\, Ivey Energy Policy and Management Centre\n\n\n\n\n2:30 PM: Afternoon Break\n\n\n\n3:00 PM: What do Customers Want?\n\n\n\nPer capita energy consumption in Canada and the United States is amongst the highest in the world. Petroleum remains the preferred choice for the transportation sector and natural gas is a preferred primary energy for power generation\, space heating\, and many commercial and industrial applications. Continued consumer demand for fossil fuels is at odds with climate change aspirations and policies aimed at transitioning to a low carbon economy. What are the consequences of the dichotomy between what customers say they want in relation to climate change and the nature of the energy actually demanded? \n\n\n\nSpeakers Include: \n\n\n\n\nTimothy M. Egan\, President\, Canadian Gas Association (moderator)\n\n\n\nGreg Lyle\, President\, Innovative Research Associates\n\n\n\n\n4:15 PM: Closing Remarks\n\n\n\n\n\nRegistration typeMember$300 CDNNonmember$350 CDN

In 2023\, mergers and acquisitions in the Permian Basin surpassed $100 million\, marking the highest transaction activity since 2019\, and both the Permian and Eagle Ford regions achieved record gas production levels. However\, negative spot prices have underscored the urgent need for increased takeaway capacity. Several pipeline projects are in progress to better connect these basins to industrial centers and export facilities. The EIA forecasts North American LNG export capacity to double by 2027\, with a significant portion of this capacity situated along the Gulf Coast. Positive factors include the progress of the “Energy Permitting Reform Act of 2024\,” while challenges include the Administration’s appeal against a ruling that halts its temporary moratorium on new LNG export licenses and increased international attention on lifecycle GHG emissions. \n\n\n\n\n\nJason BennettPartner and Department Chair – Global ProjectsBaker Botts\n\n\n\n\n\nJonathan KidwellPartnerKirkland & Ellis\n\n\n\n\n\nGeorge LevySenior Business AnalystKinder Morgan\, Inc.\n\n\n\n\n\nWilliam GarnerCo-Chair – Global Energy & Natural Resources Practices GroupGreenberg Traurig\n\n\n\n\n\n4:45 – 5:00 PM: Closing Remarks \n\n\n\n\nSponsor the event!\n\n\n\n\n\n\n \n \n \n\n \n Texas gold sponsorsTexas bronze sponsors (2) \n\n \n \n \n \n\n\n\nRegister Now!\n\n\n\n\nRegistration TypeAdvanced Registration (Through Oct. 16)Late RegistrationStudentMember$345$395$25NonMember$450$585$50\n\n\n\nCLE:This program is eligible for 5 hours of CLE credit in 60-minute states and 6 hours of CLE credit in 50-minute states.
