PROGRAM DESCRIPTION:
The Rocky Mountain Chapter of the EBA is pleased to present a comprehensive introduction to the natural gas and petroleum liquids pipelines that are regulated by the Federal Energy Regulatory Commission (FERC). Learn how interstate natural gas pipelines are regulated under the Natural Gas Act (NGA) and how interstate petroleum liquids pipelines are regulated under the Interstate Commerce Act (ICA). In addition, the panel will explore the intersection between federal and state/local jurisdiction as it relates to the construction and ongoing operation of interstate pipelines.
Attendees will:
- Gain an understanding of FERC’s jurisdiction under the NGA and ICA
- Learn how gas and liquids lines are regulated including the key differences between the regulatory schemes
- Get a litigator’s perspective on where state/local authority intersects with federal jurisdiction
- Learn about the various services offered by FERC-regulated pipelines
Lunch will be provided to all attendees by our host, Holland & Hart LLP.
