The program will review a series of recent FERC orders and related appellate court rulings concerning participation by demand response, energy efficiency, and battery energy storage resources in wholesale energy and capacity markets. The program will focus on how FERC described the scope of its jurisdiction in each of the orders, how the courts evaluated that scope, and the impact of those determinations on state programs regulating and/or incentivizing demand response, efficiency, and batteries.

Kristin Munsch, Deputy Director, Citizens Utility Board
Kristin Munsch is the Deputy Director for the Illinois Citizens Utility Board, a nonprofit consumer advocacy group that represents the interests of residential and small-business utility customers through outreach, education, and policy advocacy. Currently her work focuses on regulatory policy, rate design, utility data access, and challenges in designing a “utility of the future” for customer benefit. Ms. Munsch is currently a member of the Illinois Smart Grid Advisory Council, a member of the Board of Directors for the Energy Foundry, and President of the Board for the Consumer Advocates of PJM States. Prior to joining CUB, she was an Assistant Attorney General for the State of Illinois in the Public Utilities Bureau. Before entering law school, Ms. Munsch primarily focused on program design and implementation of federal workforce development and public assistance programs for the City of Chicago and State of Illinois. She is a graduate of Northwestern University and the Chicago-Kent College of Law.
Tomas Rodriguez, Legal & Policy Advisor to Commissioner Rosales of the Illinois Commerce Commission
Tomás J. Rodríguez is Legal & Policy Advisor to senior Commissioner John R. Rosales at the Illinois Commerce Commission, a position he’s held since November 2015. From 2010 to 2015, Mr. Rodríguez was in private practice, primarily handling criminal defense and family law matters in Illinois and Iowa, appearing in state and federal trial and appellate courts. Mr. Rodríguez earned a Bachelor of Science in Engineering from the University of Iowa College of Engineering and a Juris Doctorate from the University of Iowa College of Law.
