      In this Primer, students will learn the cost-of-service process from start to finish in detail. Our faculty will provide you with a detailed overview of the ratemaking process, basic concepts and steps to the process. The course will cover key terminology, revenue requirement basics, and revenue requirement components, including rate base and operating expenses.

      FERC regulates significant swathes of the U.S. energy industry, including the wholesale sale and transmission of electricity, the transportation of oil and natural gas, and the permitting of several types of energy infrastructure projects. The authors -- Commissioner Richard Glick and Matthew Christiansen -- will discuss how, although it is not a climate regulator, FERC’s actions can nonetheless have substantial consequences for climate change.

Circuit Judges Laurence Silberman and Patricia Millett, along with FERC Solicitor Bob Solomon and seasoned appellate litigator Miguel Estrada will discuss how the Judges approach the court’s review of FERC cases and how those cases fit into modern debates about statutory interpretation and agency deference. The panel will discuss how lawyers who litigate these cases can more effectively advocate them before the court.
