Powerless: Legal Dimensions of the People’s Struggle for Energy

This Virtual Energizer event, hosted by the Energy Bar Association’s Energy Insecurity Initiative (EII), features Dr. Diana Hernández—renowned sociologist, Professor of Sociomedical Sciences at Columbia University’s Mailman School of Public Health, and a founding member of the  Energy Bar Association’s Energy Insecurity Initiative. 

Drawing from her new book, Powerless: The People’s Struggle for Energy, Dr. Hernández will present emerging research and conceptual insights on energy insecurity—the inability to adequately meet household energy needs. 

Grounded in over a decade of pathbreaking empirical research, this event  will explore the lived experiences of households facing utility shutoffs, rising energy costs, and the challenges of navigating the legal and regulatory systems that govern access to essential utility services. 

This event, moderated by Louis Legault, will also offer EBA members a foundational understanding of energy insecurity, describing its relevance to consumer protection, utility regulation, and equity, and sharing recommendations for how existing structures might evolve to better support low-income ratepayers in a changing climate and rapidly shifting energy landscape.
