Andrew (Andy) Abranches is Vice President of Wildfire Mitigation at PG&E, where he has led the company’s wildfire mitigation strategy since 2020. His team is responsible for PG&E’s Wildfire Mitigation Plan and the operational programs that guide real-time decision-making during fire season and long-term resiliency planning.

Andy has been with PG&E since 2008, serving in senior leadership roles across Electric Operations, Human Resources, Finance, and Gas Operations. Prior to PG&E, he worked at Northrop Grumman and General Electric. He holds a bachelor’s degree in mechanical engineering from Cal Poly, San Luis Obispo, serves as Chair of the Advisory Board for the Cal Poly Wildland Urban Interface – Fire Institute, and is an Advisor to Watch Duty.

Ruben's career has been spent working in the bulk electric system, first as a regulator, then as a developer, and now on commercial teams building very big energy projects.   Although he has experience in the generation and storage arena, the last few years he's enjoyed working with commercial and finance teams to create bankable and transformational transmission infrastructure projects.

She has 20 years of experience in public affairs, in both the public and private sectors, helping high-level principals, organizations, and coalitions develop and implement successful advocacy campaigns to meet policy, regulatory, and legislative goals.

Her focus is on energy, environment, and regulatory issues – joining Williams from the American Exploration and Production Council, the leading trade association for America’s independent oil and natural gas producers. Notably, she served in the first Trump Administration as the associate administrator for public affairs at the US Environmental Protection Agency and in the US Senate, as communications director for Senator Joni Ernst (R-IA).

Jon Canis is the General Counsel of the Oceti Sakowin Power Authority (OSPA, pr. O-Chet-EE Sha-KO-wee).  OSPA is a federally-chartered Section 17 nonprofit corporation, 100% owned by seven Sioux Tribes that share territory with the states of South and North Dakota: the Cheyenne River, Crow Creek, Flandreau Santee, Oglala, Rosebud, Standing Rock and Yankton Sioux Tribes.

Jon is a Washington DC-based lawyer specializing in Administrative Law.  He practices exclusively in the regulated industries of energy and telecommunications.  Practice in this field involves corporate transactions (contracts, negotiations, due diligence); regulatory advocacy (Jon has advocated for clients before a dozen federal agencies and the U.S. Congress, the regulatory commissions of 30 states, and multiple Tribal courts); and litigation before federal district courts and federal courts of appeals.  Jon started his career as a Staff Attorney at the Federal Communications Commission, followed by eight years as an associate and 20 years as a partner in Am Law 100 law firms in Washington DC.  Jon went “in house” to OSPA in 2017.

Jason also joined Colusa Indian Energy as VP of Administration in June of 2026. Over that time he built deep experience in organizational leadership, strategic planning, operations, budgeting, economic development, governance, and enterprise oversight.

Jason holds an MBA with a concentration in Marketing and is a graduate of the Harvard Business School Advanced Management Program, with continued executive education through the Harvard Kennedy School focused on leadership, governance, and Indigenous development. He also spent six years managing the Sovereign Funds Management investment club, sharpening his expertise in financial analysis, valuation, and capital allocation.

Mr. Joseph T. Kelliher is a former Executive Vice President-Federal Regulatory Affairs for NextEra Energy, Inc. (NextEra) and former Chairman of the Federal Energy Regulatory Commission (“FERC”). Mr. Kelliher was responsible for developing and executing FERC regulatory strategy for NextEra and its principal subsidiaries, NextEra Energy Resources and Florida Power & Light Company, from 2009 to 2020. NextEra is the largest electricity company in the U.S., one of the few national electricity companies, operating in every region and every organized market, and the most complex company regulated by FERC, with multiple business lines subject to FERC regulation. Previously, Mr. Kelliher served as FERC Chairman and Commissioner from 2005 to 2009. A hallmark of his chairmanship was efficient implementation of the Energy Policy Act of 2005, the largest expansion in FERC regulatory authority since the 1930s. This law gave FERC a new mission to assure reliability of the interstate power grid, granted the agency strong enforcement authority for the first time and expanded FERC powers in other areas. Chairman Kelliher pursued a series of reforms to promote competitive wholesale power and natural gas markets, improve FERC economic regulation and strengthen the U.S. energy infrastructure. Mr. Kelliher has spent his entire professional career working on energy policy matters, serving in a variety of roles in both the public and private sectors. These include senior policy advisor to the U.S. Secretary of Energy, majority counsel to the U.S. House Commerce Committee and positions with private corporations, trade associations and law firms. Macey is also the three-time winner of the Morrison Prize — awarded to the “most impactful sustainability-related legal academic paper published in North America during the previous year” (given, respectively, for “Zombie Energy Laws,” 73 Vanderbilt Law Review; “Long Live the Federal Power Act’s Bright Line,” 134 Harvard Law Review; and “Clean Energy Through Grid Reliability,” 74 Stanford Law Review). Ms. Valova most recently served as Vice President of the Regulatory Program at the Interstate Renewable Energy Council (IREC), a national non-profit organization that builds the foundation for clean energy and energy efficiency. At IREC, Ms. Valova provided strategic direction and oversight of IREC’s regulatory team, with a focus on clean energy grid integration, utility transformation, and a just transition to a decarbonized economy for underserved and disadvantaged communities.

Prior to joining IREC, Ms. Valova served as Senior Staff Attorney and Regulatory Affairs Manager for the Pace Energy and Climate Center in White Plains, where she led the Center’s engagement in New York’s Reforming the Energy Vision, developed policy solutions for decarbonizing the buildings sector, and pushed for clean and affordable energy for low- and moderate-income communities.

James M. (Jamie) Van Nostrand is the policy director at the Future of Heat Initiative, a national non-profit providing research and technical assistance to regulators, policymakers, and intervenors to support effective gas utility regulation. Van Nostrand served as Chair of the Massachusetts Department of Public Utilities from May 2023 to October 2025. Prior to his appointment to the DPU, Van Nostrand was a Professor of Law and Director of the Center for Energy and Sustainable Development at the West Virginia University College of Law.

He is the author of The Coal Trap: How West Virginia Was Left Behind in the Clean Energy Revolution (Cambridge University Press, 2022). Before moving to WVU in July 2011, Van Nostrand spent three years as Executive Director of the Pace Energy and Climate Center in White Plains, NY. Prior to his transition to law school teaching, Van Nostrand had a successful career in private law practice in the Pacific Northwest representing energy clients in regulatory proceedings in eight western states, as well as before the Federal Energy Regulatory Commission. Van Nostrand was recognized by the Energy Bar Association as its 2007 State Regulatory Practitioner of the Year.

Van Nostrand received his LL.M. in Environmental Law from the Elisabeth Haub School of Law at Pace University, his J.D. from the University of Iowa College of Law, his master’s degree in economics from SUNY at Albany, and an undergraduate degree in economics from the University of Northern Iowa.
